In the course of 12 months, the enterprise has committed 3 times of administrative violations related to the operation of bonded warehouses and is administratively handled in the form of fines with a fine for each time beyond the sanctioning competence of the enterprise. 6 conditions for bonded warehouse recognition

1. The area to apply for recognition of a bonded warehouse must be within the areas specified in Clause 1, Article 62 of the Customs Law; areas approved by competent agencies in the planning for development of logistics center systems throughout the country; geographical areas eligible for investment incentives; areas for concentrated export of agricultural, forestry and aquatic goods.

2. The bonded warehouse is separated from the surrounding area by a system of fence walls, meeting the requirements of regular inspection and supervision by the customs office, except for warehouses located in the border gate areas and fenced ports. separate from the surrounding area.

3. To ensure working conditions for the customs offices such as the workplace, the place where goods are inspected, the place where the customs inspection equipment is installed and the warehouse of material evidence is in violation of the regulations of the Ministry of Finance.

4. Bonded warehouses must have an area of ​​at least 5,000 m2 (including warehouses, yards, and auxiliary works), of which the warehouse area must be 1,000 m2 or more. For bonded warehouses exclusively used for storing one or several categories of goods requiring special preservation, there must be an area of ​​at least 1,000 m2 or at least 1,000 m3 of cargo volume. Particularly for bonded warehouses located in the port area, there must be a minimum area of ​​1,000 m2. Specialized bonded yards must have a minimum area of ​​10,000 m2, no warehouse area required.

5. Having software meeting the criteria: managing goods imported, exported, stored and stored in bonded warehouses according to each goods item, goods subject to purchase and customs declaration; meeting the requirements of data backup and export to serve reporting, statistics, archiving and being directly connected to the managing customs office.

6. Have a camera system that meets the following criteria: Observe locations in bonded warehouses. Images observed at all times of the day (24/24 hours); camera image data is retained for a minimum of 12 months; the Camera system is directly connected to the customs authority.

The Director of the General Department of Customs shall promulgate data exchange standards between customs offices and bonded warehouse enterprises on goods management software brought in, launched, and surveillance camera systems.
