Types of CO

Currently, there are the following types of CO:

  • CO form E: goods exported to China or vice versa and ASEAN countries eligible for preferential tariff treatment under the ASEAN-China Agreement (ASEAN + 1).
  • CO form S: goods exported to Laos are eligible for preferential tariffs under the Vietnam - Laos agreement.
  • CO form AK: goods exported to Korea or vice versa and ASEAN countries eligible for preferential tariffs under the ASEAN-Korea Agreement (ASEAN + 2).
  • CO form AJ: goods exported to Japan or vice versa and ASEAN countries eligible for preferential tariffs under the ASEAN-Japan Agreement (ASEAN + 3).

  • CO form GSTP: goods exported to countries participating in the system of global trade preferences (GSTP) for Vietnam to enjoy GSPT preferences.
  • CO form B: goods exported to all countries, issued according to non-preferential rules of origin.
  • CO form ICO: issued for products grown and harvested in Vietnam for export to all countries according to the provisions of the World Coffee Organization (ICO).
  • CO form Textile (hereinafter referred to as form T) is granted to textile products exported to the EU under Vietnam - EU textile and garment agreement.
  • Mexico form CO: granted to textiles, footwear exported to Mexico according to Mexican regulations.
  • Venezuela form CO: issued to exports to Venezuela according to Venezuelan regulations.
  • CO form Peru: issued to footwear exported to Peru according to Peru's regulations.

  • In Vietnam, there are currently the following two competent authorities authorized to allocate CO:
  • Ministry of Industry and Trade, Export-Import Department: allocates CO forms A, D and any COs as agreed by governments.
  • Vietnam Chamber of Commerce and Industry - VCCI: Vietnam Chamber Of Commerce and Industry issues the remaining forms or is authorized by the Ministry of Industry and Trade to issue CO.

Points to note when making CO

1. Dossier of application for CO:

The application for CO issuance includes:

  • Application for issuance of CO (completed and valid).
  • Sample CO (include 1 original and 3 copies).
  • Export customs declaration has been cleared for customs procedures (copy with signature of authorized person + true copy).
  • Invoice.
  • Bill of lading.
  • Documents proving the origin of goods: sales documents; export and import consignment; customs norms (if any); manifest of used materials; vouchers for importing or purchasing raw materials; summary production process; verification paper.

2. Procedures for issuing CO:

a. Step 1: register trader profile

In the case of the first application for CO, the applicant must submit the following documents:

  • Register the signature sample of the person authorized to sign the CO application and the seal of the trader.
  • Business license.
  • Tax code registration certificate (notarized copy).
  • List of production facilities.

b. Step 2: The officer receives and checks the file

After receiving and examining the records, the officer will send the notice in the following cases:

  • To be issued with CO and to clearly indicate the time of issue.
  • Submit additional documents.
  • Please double-check documents.
  • Refuse to issue CO in the cases prescribed by law.

c. Step 3: return the certificate of origin CO
